宁夏银川基地员工餐厅食堂劳务外包项目采购信息公告
宁夏银川基地（宁夏乐叶+银川乐叶+银川隆基 1.2.3厂）拟对厂区餐厅劳务外包项目寻求合
作商，现将此采购信息公示，诚邀社会具备相关资源的供应商。
项目概况：为满足员工用餐需要，拟对宁夏银川基地（宁夏乐叶+银川乐叶+银川隆基 1.2.3
厂）餐厅进行外包。此次采取劳务外包模式，劳务外包内容包括但不限于膳食安排、食品加
工、餐厅环境卫生及日常保洁、协助甲方做好成本控制工作。
一、项目时间要求：
1、报名截止日期：2020年 5月 27日 17:30前
2、招标采购信息文件预计发放时间：2020年 6月 10日前
3、现场预计开标时间：待定
二、劳务承包商资格要求：
1.具备有效的营业执照、餐饮服务许可证（包含清真食品准营证）、食品经营许可证及国家
规定从事餐饮行业的各种证照；
2.注册资本在 500 万以上，从事餐饮劳务外包经营三年以上，具有职工或学生食堂经营经
验，具有承包至少一家以上单餐超过 1500人的供餐外包经验。
3.公司在职员工 200人以上，派驻人员需持有效健康证（全员）、食品安全员证（个别岗位）、
厨师证上岗作业（个别岗位）；
4.公司具备完整的组织架构设置，健全的餐厅管理制度，完善的培训培养体系；
5.公司在经营活动中三年内无任何重大食品安全事故，未受到行业主管部门处罚；
6.公司具备以下资质，可以作为优选条件，在考察评价中可予以加分：
通过 ISO9000、ISO14000、ISO18000、ISO2001、ISO22000、HACCP体系认证
三、服务地点
宁夏隆基乐叶科技有限公司：宁夏银川西夏区经济开发区宏图南街 115号；
银川隆基乐叶光伏科技有限公司：宁夏西夏区经济开发区战略新型材料加工区 8号厂房。

四、服务内容：
负责所有员工的早、午、晚、夜四餐的就餐供应、食品安全、餐厅后厨、前厅管理、
日常保洁（包含前期筹备过程中环境卫生等）、协助公司做好成本管控等。

廉洁合作承诺书
Commitment Letter for Clean Cooperation
甲方： 隆基绿能科技股份有限公司
Party A: LONGi Green Energy Technology Co., Ltd.
乙方：
Party B:
为保证双方合作公平公正、合法合规，乙方自愿签署廉洁合作承诺书，向甲
方郑重承诺如下：
In order to guarantee the cooperation between the two parties advancing in manner
of fair, justice and compliances, party B is voluntary to sign this commitment letter, and
following commitments will be make solemnly:
一、遵守诚实守信原则
Observations to the Principle of Honest and Trustworthy
1、乙方保证提供的资质（含特许经营）、证照、授权、商品名称、规格、
品质、服务标准、票据、权证、权利限制等资料均真实有效，不存在虚假、欺瞒、
伪造、编造行为。如上述相关情况发生变更，乙方会及时通知甲方并提供最新的
相关资料，将诚实守信原则始终贯彻于合作的各阶段。
All materials including qualification (including the franchised business), license,
authorization, product names, specification, product quality, service specification,
documents, share warrant and access restrictions should be real and valid. The
fraudulence, counterfeit, fabrications of these are not allowed. If any changes of these
occur, Party B should inform party A timely and provide the most updated materials.
The honest and trustworthy principle should be adhered in the entire cooperation
process.

2、若交易达成，未经甲方书面同意（公司签章确认），乙方绝不私自将合
同权利义务转移给第三方或从事损害甲方利益的行为。
If it is agreed on businesses, party B is absolutely not allowed to transfer the
rights and obligations in the contracts to the third party, or harm the interests of Party
A without the written consents from Party A (confirm by the company chop).
3、乙方承诺在参与甲方的项目招议标时，不串标、不围标。
When Party B committed to engage in the biddings of Party A for projects, and
Party B is not to have the deceiving and besieging operations in biddings.
二、遵守阳光履约原则
Observe principles and fulfill transparently
1、乙方了解并遵守国内外相关法律法规及甲方的廉洁合作要求，承诺：
Party B understand and obey the related domestic and oversea laws and
regulation as well the requirements for the clean cooperation by Party A, and Party B
commit:
（1）绝不为达到交易目的而自行或委托（指使）第三方向甲方员工或其他利
益方提供任何有价值的财物。包括但不限于以下情况：
Absolutely not to provide any valued properties, by yourself or entrusting
(instructing) the third party employees, or the other stakeholders to achieve the
transaction purposes. These include but not limited to the followings：
A、提供各种样式的礼品、礼物、礼金（比如在生日、婚丧、节假日等期间）；
Provide various of presents and cash as gifts (during the birthday, wedding and
holidays for instance);
B、提供借款、贷款、红包、销售回扣、分红等现金；
Provide cash covering loans, red envelop, sales rebates and bonus etc;
C、提供购物卡、银行卡、加油卡、有价证券等现金等价物；
Provide price equivalence including shopping cards, bank cards, oil fuel cards
and securities etc;
D、提供娱乐、健身、美容、宴请、就医、培训、住房装修、因私用车、旅游

等服务。
Provide services covering entertainment, physical exercise, cosmetics,
banquet, medication, training, housing furnishing, vehicles for personal purposes and
traveling etc.
（2）绝不为达到交易目的而提供虚假资料。
Absolutely not to provide false information for the purpose of transaction.
2、乙方充分理解并支持甲方针对“关联关系”的相关要求，承诺做到：
Party B has fully understand and support Party A for related requirements of
“the associated relations”, and committed to the follows:
（1）不邀请、不接受在职的甲方员工及其近亲属入股乙方、乙方的子公司
或者关联公司；
Not to invite and accept on-job employees working in Party A and their
relatives to hold the shares in Party B, subsidiaries of Party B or associated companies;
（2）不邀请、不接受在职的甲方员工在乙方、乙方的子公司或者关联公司
兼职；
Not to invite or accept on-job employees working in Party A to work in part
times in company of Party B, subsidiaries of Party B, or the associated companies;
（3）不邀请、不接受在职的甲方员工介绍其近亲属到乙方、乙方的子公司
或者关联公司工作；
Not to invite or accept on-job employees from Party A to introduce their
close relatives to work for Party B, its subsidiaries and the associated companies;
（4）不安排甲方在职采购敏感岗位员工的近亲属担任与甲方采购业务相关
的接口工作；
Not to deploy the close relatives of on-job employees on the sensitive
purchasing posts in Party A for procurement businesses related to Party A;
若乙方违反以上承诺，乙方应承担由此给甲方造成的损失，同时，甲方有权
按照合同中约定的廉洁条款追究乙方的经济赔偿责任。
If Party B violates commitments stated above, Party B should bear responsibilities
of the losses to Party A because of their violations. Meanwhile, Party A has the right to
hold Party B accountable for economic compensations according to the clauses for
clean conducts stipulated in the contracts.

三、投诉举报事项
Complaints and reports
1、在合作过程中，乙方发现甲方人员如有下列行为之一的，有义务向甲方
检举揭发：
In the cooperation process, if Party B identified employees from Party A
behaves as below, and Party B obligates to report to Party A:
（1）向供应商收受或索要回扣。包括但不限于礼品、技术协作费、劳务费
等；
Receive or ask for rebates. These include but not limited to gifts and
technical coordination fees, service fees or fees;
（2）吃饭住宿不付款（指正常工作餐以外），并向供应商索要报销发票；
Not paying for accommodations (beside the regular dinners for work), and
ask for invoices for reimbursements from the suppliers;
（3）通过欺骗手段使用或占有供方提供的材料、设备；
Use or occupy the materials and equipment provided by the supplier through deception;
（4）当向甲方有关方面反映情况属实，遭到甲方有关人员的报复行为。
When report the associate facts to Party A, there are revenge behaviors by
employees from Party A.

供应商须知
尊敬的供应商：
为促进供需双方长期友好合作，规范采购活动及合同履行，请贵公司认真阅读本须知内
容，确认并同意隆基绿能科技股份有限公司及其控股子公司（以下简称“隆基集团”）关于采
购业务的有关要求。
一、 采购业务单一窗口
供应链采购部门作为隆基集团所负责的采购业务的唯一窗口，负责招议标、商务谈判、
中标通知、合同签订、订单下发、需求预测及发货通知等采购业务，在以上采购业务合作过
程中除采购部门之外其他人员给出的非书面承诺，我司不认可且不承担任何法律责任。
二、 采购业务行为准则
1. 标书（商务标、技术标）：标书的发送及内容的变更（包括技术参数、供应周期、质保
期，原料原产国、生产商、规格，元配件品牌、型号等）均以采购部门发送的书面通知为
准，除采购部门之外的其他人员给出的任何形式的变更和要求，我司不认可且不承担任何
法律责任。
2. 报价：供应商在正式参与报价时提供的书面或系统报价信息（包括且不限于盖章或法人及
法人授权人签署的报价单、投标函、标书等）将作为我司合同签订的唯一依据。如供方因
客观原因要对报价信息进行变更，需以正式的书面形式发送通知。
3. 保证金（投标保证金、履约保证金）：保证金的金额及收款账户以采购部门发布的招标/
采购信息文件中约定内容为准。因未按照招标/采购信息文件中相应要求提供保证金造成
的一切后果，我司不承担任何法律责任。
4. 采购承诺：以加盖公章且由采购部门发送的书面通知（中标通知书、合同或订单、订货函
等）为我司认可的采购承诺形式，我司对非上述形式提供的采购承诺不承担任何法律责
任。

5. 在招议标和采购过程中，严禁供应商有陪标、串标、围标行为，一经发现核实将列入黑名
单供应商清单，永不合作。
6. 供应商中标后，不按约定签订合同或无正当理由不履行合同，且未提前书面通知我司的，
一经发现核实将列为淘汰供应商，一年内不可启用；情节严重者列入黑名单，永不合作。
7. 合同&订单：合同需双方盖章，签字后生效；订单需双方盖章或签字后生效。合同的变
更、废止须有变更协议进行支持；订单的变更或取消须由采购部门签字后以邮件等书面形
式正式发送通知，我司对任何人给出的口头承诺不承担任何法律责任。
8. 索赔：质量部门负责质量问题归属确认及索赔核算依据沟通，采购部门负责索赔谈判和索
赔执行，索赔函需经双方签字盖章后生效。
三、 其他约定
以上未尽事宜，由隆基集团供应链管理中心进行补充规定。
